play_cmd script option

Is your feature request related to a problem? Please describe.
I have setup scripts to send a command to openhab to dim the lights when playback starts, and to raise the lights back up when idle (idle_when_paused is on) or when playback stops. pre_media_cmd works for the initial start of playback, but there's no way to run a script when the playback unpauses.

Describe the solution you'd like
Create a play_cmd to be called when starting playback (after pre-media-cmd), and when un-idling/unpausing.

Describe alternatives you've considered
I had a look through existing mpv scripts, couldn't see anything that could call external scripts based on media state.
