Update Node.js from 18.x to 20.x #8571

During October, Node.js 18 transitions from the maintained LTS to maintenance-mode, while 20.x becomes the next maintained LTS version.
I recommend we move along to stick with the current maintained LTS version.

Testing done

mvn clean verify package passes locally, and is to be confirmed by the CI build.

sure, timing doesn't hugely matter here as we just use it for webpack build and lint.
