Character corruption occurs when cmd.exe's code page and jenkins's encoding are different.
It's inconvenient for see or parse the result, hence insert 'chcp' command before msbuild.exe launching.
I don't know which code page identifier is currently used in any country, so I added UTF-8/Latin1/Latin2/US/Japanese.
