Windows 10 - not working

Please give a detailed solution for Windows 10. The terminal opens and just 'spins'.
Atom 1.8 / Windows 10 Enterprise.
The solutions you suggested so far with use 'legacy' have not worked.

Same exact issue. Atom 1.8/Windows 10.

Opening a new window just shows the insert text cursor and nothing else. No keyboard inputs register.
