This revises the semantics of the Cart sample aggregate in order to reflect:

converging with semantics that make sense in a more complete Store sample/template re Expand samples / templates / reference apps dotnet-templates#27 arrived at in discussions with @oneilk35
reflecting expanded considerations in the real Jet implementation
convergence with techniques observed in production usage of Equinox
