Improve artifacts links in command summaries

• All tests passed. If this feature is not already covered by the tests, I added new tests.

Improvements:

1. We clear filter on links to make sure the artifact is not masked and will be shown.
2. Remove the projectKey query param to avoid conflict with repositories that are not part of the project.
