Supersedes #81 with a rebased branch hosted in this repo so our new workflows can run with the committed package-lock.\n\nWith this, you fix support for Node.js 18 and possibly earlier versions as well. It would be good to have a GitHub Actions CI in place to make sure nothing breaks between changes.\r\n\r\ncloses #80 and unblock webpack/webpack-dev-server#5618
