azd seems to track the Container Apps Environment's infrastructure resource group like a normal resource group and tries to delete it on azd down, but this resource group is implicitly deleted with the Container Apps Environment. This prolongs the execution of azd down due to failing retries and leads to more inconsistent behavior since an and up after an and down simply doesn't do anything and claims the resources still exist. The only way to recover from this broken state is deleting the state in .azure.
