This PR is supposed to implement the backend main menu. The backend menu here currently depends on joomla/joomla-cms#23452
A new feature is the quicktask feature. Defining a quicktask adds a button at the end of the menu item which creates a shortcut to an arbitrary task. The initial idea is to have add buttons to create shortcuts to create articles, categories, etc. A quicktask has to define the URL to link to and can optionally define a title, an icon and a permission to hide the item when not allowed. The data has to be defined in the views XML file, the preset and/or the manifest. The later is not implemented yet, as well as the code around creating custom menus.
