To avoid incogruity between platforms, store files in tarballs using
Linux path separators ('/') even on Windows.

Store paths in layer tarballs using linux-style paths (i.e. using separator
/) on Windows to avoid issues unpacking windows-packed modelkits on Linux/MacOSLinked issues
