This PR updates
phonenumberto the newest version.phonenumberversion0.3.1+8.12.9(and before) were a problem as they had two old dependencies with future incompatibility reports in newer versions of Rust. This issue was compounded by the fact thatphonenumberseemed to be partially unmaintained.phonenumber's repo has moved to a new owner (it appears) and released a new version. This new version updated the dependencies (which fix incompatibility warnings) and move to a newerlibphonenumberversion.
