Make MAX_PAGE_SIZE configurable

It looks like MAX_PAGE_SIZE is set to 10000 [here](https://github.com/jsonapi-suite/jsonapi_compliable/blob/master/lib/jsonapi_compliable/scope/paginate.rb#L3). Please make this configurable so that clients can set this.
