This adds the guiding principles for MyST defined in this document. It has been iterated on several times already by @choldgraf, @agoose77 , and @rowanc1 .
This is a snapshot of our current guiding principles, meant to both align our own team on the goals and impact we want MyST to have, and to provide visibility to the external world for our aspirations as a project.
