Verkle EXTCODECOPY implementation (ethereum#55)

* core/vm: verkle extcodecopy naive way (do jumpdest analysis on target contract every EXTCODECOPY)

* no double-charge

* address edge-case in touchEachChunksAndChargeGas

* simplify line
