v2.0.0-M3 - Fix Packaging, Again

Changes since 2.0.0-M2:

• We needed to add a few more rules to ensure the packaged core jar has everything it is supposed to have.
• We renamed a few builder methods that were called "create" instead of "build", for consistency with the rest of the codebase.
