vendor: Move to a previous version for runtime-spec vendor

This is introduced as a transitive dependency for the runtime and causes vendored pacakges to break as the change in the runtime-spec introduces a backward incompatible change for dependent packages. Fixes #597 Signed-off-by: Archana Shinde <archana.m.shinde@intel.com>
