Support scientific format for manualy-defined failure rate #368

For manually-defined failure rate we need to support not only decimal number (0.0023) but also number in a scientific format that includes exponent (e.g. as 1.23E3)

This applies to SNS FTA nodes as well as External non-referenced FTA nodes.
