This PR adds a GOVERNANCE.md file inspired by CNCF's Project Governance template https://github.com/carolynvs/cncf-project-template/blob/79bce741b54f33f1e81a313b0b077e2dd79c0096/GOVERNANCE-maintainer.md.
The main changes are:
This PR also removes former Red Hat maintainers from the OWNERs file, and replaces them with volunteers from the community of interested parties who want to see kcp to continue under its own governance.
This PR must be lgmt'ed and approved by Red Hat's former maintainers.
