⚠️ Stop building artefacts for ppc64le #3211

Summary

There has been a recent discussion in the Kubernetes upstream project about ppc64le. This is a PowerPC CPU arch, and we believe that since the departure of IBM / Red Hat from the project in 2023, no one is actively using the build artefacts for it anymore. Since we have no way of testing if they are even functional, I would like to suggest removing them.

If we have community members still using ppc64le, I'm happy to reinstate support for it. Please let us know that this change is impacting you in some way.
