This adds two new commands: Bump Text Down and Bump Text Up.
They move the subtitle text into the next or previous subtitle while leaving the timings in place.
This feature is useful when a translator works on a separate copy of the subtitles and joins or splits some subtitles in the process.
It puts the timings out of alignment with the original subtitles in some places and this is a way to fix it.
If a block of subtitles is selected, it only affects the selection.
If one subtitle is selected, all subsequent subtitles are affected.
