Resolve TODO in KiwiPaging using KiwiPreconditions#checkPositiveOrZero #456

Replace checkArgument with explicit conditional expression with
KiwiPreconditions#checkPositiveOrZero. This will throw an
IllegalStateException instead of IllegalArgumentException...might
want to consider having different checkArgumentXxx vs checkStateXxx
methods, e.g. checkArgumentPositiveOrZero and checkStatePositiveOrZero?
