Does mastodon-twitter-sync sync historic tweets, too?

No, the tool only synchronizes current posts. Up to 50 posts are synchronized when you run it for the first time. Synchronizing more older posts would fill up your profile timeline since posts can only be added with the current timestamp. The Twitter and Mastodon API would block or rate-limit your account when you try to make such a large number of new posts within seconds.
