Dispute kit: re-submitting a commitment is not counted correctly #2151
Description
This issue tracks the fix for allowing multiple commits for the same vote in DisputeKitClassicBase.
Background:
Re-submitting a commitment is counted twice here:

Solution:
Don't count the commit again.
