IDGXMLのsecttagsモードを有効にしている(この時点でレアケース…)において、かつ前付後付の採番なしのものがあるとエラーになるのを修正します。
本質的には
<chapter>を使ったかどうかでcloseするか決めたほうがいい気はしますが、もともとレアケースなので怠惰に対処します。
