Add julz to API Approvers

I think this is the right place in peribolos to add myself as API WG approver 🤞.

  • 120 Reviews in area/api (5 open, 115 closed) in area/api
  • Also 78 merged PRs in serving area/api, including background digest resolution, domain mapping.
