Make knative.dev to be the base url

The base url for knative docs should route to knative.dev instead of knative.dev/docs

Additional context
The main concern here is that this change might cause a breaking change in crawled search results. How do we mitigate that?

Thanks for attempting this issue. Unfortunately, I can't review this PR since I'm not a maintainer of this project.

On the other hand, I think the solution isn't just a routing fix. Maybe a better solution would be to create a home (index.md) page for /docs route and have knative.dev remain the base url that points to the landing page.

/docs will serve as a getting started guide, with meta information about what to expect
and where to go on the documentation site. See a related issue here.
