@mattmoor how is kubetest required for conformance testing? It's used by the script that triggers conformance tests for prow, but folks don't need it to run the tests themselves (see also
#608 re. a better local dev story)

Perhaps a bad assumption on my part, but when I run the presubmit script (that Prow uses) it dies on a kubetest command invocation, which is used by the e2e-test.sh script (IIRC).
