fix for backward compatibility in toml.

text_encoder_lr = None if args.text_encoder_lr is None or len(args.text_encoder_lr) == 0 else args.text_encoder_lr[0]
TypeError: object of type 'float' has no len()

I haven't tested other than FLUX.1 LoRA on sd3 branch with .toml yet. Thank you!
