On December 3, 2024, @crtrott e-mailed me to inform me (and others) that "we forgot to update the license headers in stdBLAS when we updated all the rest of the Kokkos org. This was never intended to diverge from the mdspan license." My understanding is that no one objected to the license change, but no one has yet had time to implement the change. I spoke with @dalg24 today, who had no objections to me implementing the change. @dalg24 pointed me to the https://github.com/kokkos/kokkos/blob/develop/scripts/update-copyright script, which was able to convert some of the files. The rest I converted manually.
Reviews are welcome. I'm not a lawyer, but it seems wise for this PR only to be merged by @crtrott in his dual role as Sandia National Laboratories employee (as SNL holds the copyright) and Kokkos project lead.
