Switch to version 2 now based at org.apache.commons.
This makes the osmosis hstore package unnecessary. Hstore is now supported natively.
Spring now comes with its own commons-logging replacement. Block the dependency everywhere else.

On a positive note, these updated libraries make the import from Nominatim around 50% faster. |

This updates the postgresql and postgis packages as well as commons-dbcp and spring-jdbc. Hstore is now natively supported, so we can drop the special osmosis hstore package.
