Update all the dockerfile projects to version 10.3.1.1 of Apama Core Community Edition.
In each case update the to latest versions of the existing OS images, except Ubuntu where the base has been changed from 18.10 to 19.04.
Note also that the rpi-raspbian:jessie base image that is used on ARMv7hf has moved from the "resin" to the "balenalib" namespace on DockerHub. (It seemed like I had to be logged in to DockerHub in order to pull from that new namespace, rather than allowing anonymous pulls).
