Release v0.6.0 requirements

I would propose a new v0.6.0 release once we resolve the following tasks.

Dependency Update

• scheduler-plugins: Upgrade the scheduler-plugins to v0.29.8 #653
• volcano: Upgrade volcano version to v1.10.0 #659 @tenzen-y
• K8s
  • 1.30: Upgrade the k8s dependency versions to 1.30 #657 @tenzen-y
  • 1.31: Bump to k8s 1.31 #664 @ArangoGutierrez
• Debian: Introduce debian bookworm #661 @tenzen-y

Note that we will update the K8s libraries step by step so that users can use the dedicated K8s version once they face issues depending on the library version.
