What this PR does / why we need it:

  • Update vSphere CCM to v1.24.0 for Kubernetes 1.24+ clusters
  • Update vSphere CCM to v1.23.1 for Kubernetes 1.23 clusters
  • Update vSphere CSI driver to v2.6.0
    • This release introduces official support for Kubernetes 1.24

Does this PR introduce a user-facing change?:

I already manually tested this PR and it seems to work as expected. This includes running this PR on a cluster created with KubeOne v1.4.5.
