Updating running condition for pod group phase

Adding equal condition for PodGroupPhase to set running when minMember condition is satisfied

I'm waiting for a kubernetes-sigs or kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
