Build and push cloud-node-manager image

PR #231 added cloud-node-manager, which would run on each node. Its image should be built and push to MCR same as cloud-controller-manager.

Proposed image is mcr.microsoft.com/k8s/core/azure-cloud-node-manager:<version-tag>

@jchauncey @ritazh we need to update the Jenkins jobs to support this.

New images have been pushed to MCR:

mcr.microsoft.com/k8s/core/azure-cloud-controller-manager:v0.3.0
mcr.microsoft.com/k8s/core/azure-cloud-node-manager:v0.3.0

We also need to push those images to GCR, refer
