What steps did you take and what happened:
Set CLUSTER_API_OPENSTACK_INSTANCE_CREATE_TIMEOUT as if they were seconds, and it had no effect.

What did you expect to happen:
I expected instance creation to fail once the timeout was set to 1.

Anything else you would like to add:
This is a documentation issue: the docs should mention that the value is expected in minutes.
