This PR adds the cache in test environment to behave similar like in the real world.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. ManagerCacheOptions is not correlated to when we use ManagerUncachedObjs. In general we should sync both.

For each suite_test.go we should ensure we set the same ManagerUncachedObjs and ManagerCacheOptions as we do in the corresponding config fields in the corresponding main.go files
