bump helm chart version to v0.23.1

Hi @JaneLiuL. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

this is a bit confusing, but since we're technically only making a change to the Helm chart deployments all we really need to update is just the version in Charts.yaml to 23.1. The Descheduler itself can still just be v0.23.0 since we didn't make any functional changes to the application itself

I think appVersion can stay v0.23.0, since we're only adding a fix to the helm chart
