GEP-1619: Refactor SessionPersistencePolicy into LoadBalancerPolicy

Approach now uses more generic LoadBalancerPolicy and support only
attaching to Service. Move all route attachment docs to new Future
Enhancement section for later use. Update Alternatives with previous
designs.
