[calico] add 3.22.1 #8612

This PR upgrades calico 3.22.x to 3.22.1 which addresses an issue with ipset on kube 1.23.x. See release notes: https://projectcalico.docs.tigera.io/archive/v3.22/release-notes/#v3221
