What type of PR is this?

/kind cleanup

What this PR does / why we need it:

As we implement #79, we define algorithms which work recursively on both ClusterQueues and Cohorts. Cohorts will have a Parent, as Cohort.HasCohort() is confusing.

This rename will allow algorithms to work on both types.

Does this PR introduce a user-facing change?
