Upgrade golang to 1.23 and fix warnings in docker.
When I was using buildah to build the Dockerfile, I was getting failures. When doing
image-buildyou can see docker complaining about the warnings since upgrading docker. This PR fixes those also.Which issue(s) this PR fixes
