Egress Gateways

As per our Charter, this WG was significantly inspired by the growing need for workloads within the cluster to perform inference, but that the requests may go out of the cluster (e.g. Vertex, Bedrock, ChatGPT, Anthropic, Mistral, etc).

The purpose of this issue is to track a proposal to drive standards for "Egress Gateways" in Kubernetes, particularly in support of AI use cases (but generally as well).
