Updates for ci/images/makefile

What this PR does / why we need it:

• update github action release job
• sync go modules
• build buoy and remove the image build from goreleaser
• set new base image and add buoy target
• update makefile
• add cloudbuild to build staging images

Build buoy that was missing, add cloudbuild to build the images and when release promote those to the community registry
