Cherry pick of #304 #312 on release-1.21.

#312: Fix e2e failures

Hi @saurav-agarwalla. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

- Use ginkgo binary to run the tests for now instead of using the kops
kubetest2 tester.  We can improve this once we have the ability to run
arbitrary e2e.test binaries with the kops tester.
* Create test run directory earlier to avoid failure
* Install e2e prereqs
`make test` is now successful (it was failing prior to this change).
