[tests] bump devstack branch to stable/2023.2, fix python issues #2716

What this PR does / why we need it:

the stable/2023.1 was removed in some openstack repos, now the stable/2023.2 is the stable one. also we need to update pip and setuptools

Why not 2024.1? Given 2023.2 is non-slurp - most people probably will use 2024.1

Why not 2024.1? Given 2023.2 is non-slurp - most people probably will use 2024.1

I already spent an evening trying to fix the tests, don't want to invest more time. Feel free to submit a new PR.
