What this PR does / why we need it:

Adding choice to create public or internal loadbalancer type service in helm chart

Closes: #7016

Hi @nithyashree675. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

@nithyashree675 , lets wait for more comments but personally I do not approve of this PR because you are setting external to false. This means the users who need external are FORCED into getting a manifest from the project that dos not enable external. Since you can use your own custom values.yaml and anybody else also has the option to use a custom values.yaml, this PR is NOT an improvement to the code for the vast majority of users.

If you can suggest some ways that improves the experience of the vast majority of users, it will help.

Both eternal and internal service with respective (public & private) load balancers will be created. Controller will point to the external service through --publish-service.

These behaviours are same as earlier.
