Descheduler v0.18.0 was released on May 20, 2020. This pull request
promotes the descheduler v0.18.0 container image to the production
container registry.

Hi @seanmalloy. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

You can pull down the container image using the below command if you want to do a smoke test prior to merging this.

 docker pull gcr.io/k8s-staging-descheduler/descheduler:v20200521-v0.18.0

@aveshagarwal and @ravisantoshgudimetla I was able to successfully smoke test this image on my laptop using a kind cluster. Please review when you have some time.
