Add kvm network name validation

Fix for #3581

I think it makes sense to validate this inside the driver. But maybe we could also add a check on the cli for the --kvm-network flag. WDYT?

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
