Move gce and gke e2e jobs to us-west1-b.

Many gke tests are failing due to capacity issues in us-central1-f https://k8s-testgrid.appspot.com/google-gke-staging#Summary.
Moving these jobs to a different zone. Maybe we should rotate these periodically?
